The future Afghan State Printing House, under the framework of the Ministry of Finance of the Islamic Republic of Afghanistan, will be the sole entity for printing government institutions’ secure print products. With modernization of technology in printing industry and enhancement of standard requirements in print products, it calls for adjustment of technology and human resources capacities in government printing elements. Thus, the Government of Islamic Republic of Afghanistan, jointly with financial and technological support of the Federal Government of Germany, is working on the establishment of a new entity under the umbrella of the Ministry of Finance. The purpose of establishment of such structure is to strive for production of secure print products that match with international standards. The envisioned department will run with qualified personnel who would be operating on highly sophisticated hardware that will produce products matching the regional and international quality standards.

Responsibilities and Duties

  • Bookkeeping and closing of all books on a daily, quarterly and annual basis
  • Maintaining a dual account system using the (i) cash basis of public sector accounts and (ii) accrual basis of modern private sector accounts
  • Developing and calculating business indicators
  • Preparing a template for a daily, weekly, monthly, and quarterly reporting system
  • Preparing the annual report
  • Managing the preparation of the annual budget
  • Preparing financial analyses to reduce cost, raise productivity, reduce bottlenecks, and improve inventory performance
  • Developing and supporting asset management strategies to raise the rate of return on assets
  • Supporting the development of the company strategy
  • Using and developing forecasting software for strategic planning purposes
  • Developing stand-alone software for accounting, forecasting and budgeting purposes
  • Using financial software or MIS/ERP software systems when available
  • Supervising all treasury, accounting, pricing, budgeting and forecasting staff

Experience and Skills

  • Past experience as an Accountant and Financial Analyst in the private sector
  • Familiarity with public sector / SOE accounting principles is a plus
  • Able to use, maintain and further develop software in Excel used for accounting, budgeting, forecasting purposes, familiar with Quickbook or similar financial software
  • Familiarity with MIS or ERP software used for accounting, budgeting, planning, and forecasting purposes
  • Interest in working as a Team with the Marketing and Purchasing Manager on issues relevant to their respective fields
  • Ability to work as part of a team that includes the Department Manager, the Purchasing Manager, the Quality Assurance Manager, and the Manager of the Production Division
  • Certification as a Public Accountant or Management Accountant is a plus
  • Good report writing skills and excellent communication skills
  • Fluent in English and Dari / Pashtu

Education

Bachelor`s degree in Business Administration- Finance or Accounting
